By the very nature of this report, auditors were asked to listen to and evaluate comments, suggestions, and questions posed by concerned citizens, city management, and officers of the department. In each case, individuals, or groups of individuals were guaranteed confidentiality, and they spoke candidly. Therefore, no comment or suggestion about current or past operations of the agency is directly sourced.
In evaluating information provided by various individuals or groups of individuals, we have used our reasonable best efforts to verify the information furnished before including it as substantiative in the report. Where possible, auditors looked for a hard source, or three [3] persons holding the same views.
We ask all who review this report to remember that conditions within the department are not the fault, nor the credit, of any one individual or small group of individuals. The department is what it is, because of many factors and events, few of which could have been altered by a single person.
